Investigators have examined a number of factors that appear to influence the judgments of sport officials. For example, Ansorge, Scheer, Laub, and Howard (1978) have demonstrated that judges' ratings of gymnasts can be influenced by the order of the gymnasts in the competition. Scheer, Ansorge, and Howard (1983) have reported that scoring by gymnastics judges can be influenced by how other judges score routines. Similarly, Wanderer (1987) found that a judge's ratings of performances in the final round of a figure skating competition tend to become more similar to the ratings of the total group of judges if that judge has knowledge of the group's ratings from earlier rounds of competition.

Another possible influence on sport officials' judgments is the operation of normative rules. Silva (1981) described normative rules as a set of standards contrary to the official rules of a sport. These standards reflect the values and attitudes of the sport participants. The fighting that has become so common in ice hockey may be a manifestation of a normative rule among hockey players that runs counter to the official rule prohibiting fighting.

While the concept of normative rules has been more typically applied to the behavior of athletes, a number of studies have investigated the possible operation of normative rules among sport officials, especially baseball umpires. Rainey and Larsen (1988) examined umpires' knowledge and use of the official rules for the baseball strike zone. While umpires were more knowledgeable about the official rules than players, umpires admitted they called the upper boundary of the strike zone significantly lower than the official rule specified. In a related study (Rainey, Larsen, & Stephenson, 1989), it was demonstrated that umpires sometimes adopt different criteria for calling balls and strikes, depending on the level of control exhibited by the pitcher. A third study (Larsen & Rainey, 1991) examined the standards used by umpires to make force-out calls at first base. On a computer simulation of such calls, certified umpires were much more likely than nonumpires to call runners out when runners were just safe or when there was a tie play at first base. Also, 26% of the umpires surveyed reported that they called runners out on tie plays at first base, when the ball and the runner reached the base at the same time. This practice is contrary to the specification of the rule book, which states that runners are out only if the ball beats them to the base (Rumble, 1991). Thus, the runner would be safe on tie plays. Together these data suggested the existence of a normative rule for first base calls, such that runners are called out on very close plays. Comments by a number of umpires who participated in that study supported such an interpretation.

The purpose of the present study was to examine the possible existence of a normative rule for another umpire call. It has been suggested, by sports fans and television commentators, that some umpires do not require fielders to have a foot on second base while completing the first part of a double play. This phenomenon is often referred to as a "phantom tag" (Brinkman & Euchner, 1987). Such calls would be contrary to the specification of the official rule, which states that "any runner is out when he fails to reach the next base before a fielder either tags him or holds the ball while touching such base" |emphasis added~ (Rumble, 1991, p. 46).

Consistent with the earlier findings of normative rules among umpires, the first hypothesis of this study was that umpires would call runners out at second base when the fielder had the ball before the runner reached the base, even if the fielder did not have a foot on the base while holding the ball. Thus, it was hypothesized that umpires would allow the phantom tag. However, the second hypothesis was that umpires would allow the phantom tag only on plays where the ball easily beat the runner to the base, easy calls. In other words the fielder would be expected to touch the base for close plays, but not for plays where the runner was going to be put out easily.
