SportsLine.com has learned that the T.O. fiasco has been settled with a deal that is essentially a brand new trade.

In the new deal, Owens will be traded from the 49ers to the Eagles for a Philadelphia defensive starter (who is not yet being mentioned because the player has not yet been informed). The Ravens will get a draft pick from the Eagles, likely a fifth-rounder, for their trouble in the matter.

The two sides were talking Monday about a variety of settlements that included the Niners receiving a third-round pick from any team that signed Owens and the Ravens receiving their No.2 plus another draft choice.

The settlement is contingent upon Owens' approval, but sources close to the player said that he was aware of the deal, had agreed and was going to Eagles' complex in the next 24 to 48 hours to take a physical and sign off on the new deal.

The NFL and the players' union have reached a settlement on the Terrell Owens' grievance that will allow Owens to go to the Eagles, sources told ESPN on Tuesday.

Owens will travel to Philadelphia later today and will sign a long-term deal with the Eagles. The settlement will be announced at a news conference at 5:30 p.m. ET.

The Ravens will be compensated for voiding the Owens trade from the 49ers. They will be given a fifth-round choice (from the Eagles) for the inconvenience of losing Owens and having the trade voided.

Also under terms of the agreement, the 49ers will receive Eagles defensive end Brandon Whiting, a player whom 49ers general manager Terry Donahue considered for Owens before accepting a second-round choice from the Ravens.

For Owens, the trade to the Eagles fulfills his wish of going to Philadelphia. He worked out a $6 million a year deal with the Eagles minutes before the 49ers traded him to the Ravens. The 49ers granted Owens' agent, David Joseph, the chance to talk contract with any team while he was involved in trade discussions.

The Ravens completed the Owens trade two weeks ago and Owens protested because he wanted to go to Philadelphia. The case went to a special master Monday and a verdict was expected Tuesday. The 11th-hour settlement means the NFL's special master, Stephen Burbank, won't have to rule on Owens' grievance to become a free agent.

Owens lost his ability to be a free agent because he missed a Feb. 21 deadline to file the paperwork to void the final three years of his contract. He claimed that the deadline was March 2, the start of free agency, based on the language in his contract. The Feb. 21 date came from a side agreement between the union and the NFL when the start date of free agency was changed to March 1.

The 49ers feel somewhat satisfied because they get a defensive end with starting experience.

"I like Brandon Whiting,'' 49ers coach Dennis Erickson told ESPN.com. "We needed a defensive end and we think he will help us.''

I'm glad we got him and Kearse as well. Both were good moves that should help them move forward. But I am pissed about Troy Vincent and the iminent departure of Bobby Taylor. I know the reasons, but that doesn't mean I have to like it.

I am so pumped about this pickup. This will really open up our offense. The defense will have to roll coverage his way or double team him. That will leave great matchups for Pinkston, LJ Smith, Mitchell, Westbrook, etc....

Our offense just got a whole lot better! :drunk:

this'll make the iggs whole offense better! even pinky will be half way decent without all the attention he got last season.

the whole NFC east ('cept for NY) is in an arms race. dallas better step it up or the skins and the iggs will be leaving them behind with the jints. the division is starting to look good again ('cept for NY).

CB?? they're not as good as last sason but it isn't a hole. they'll sign a solid vet to be the NB. hopefully a bigger guy. but shepperd is a good cover guy. and brown is physical. i like these young corners. they got alot of experience last season and did well.

LB? probably they're weakest position.

i do not think reid is finished yet, the D will be fine.

plus the way the offense is looking, all they'll have to do is hold teams to under 21 and they should be fine.

Definitely, the NFC East is on the road back to being one of if not THE premeir division it was during the 80's and early 90's...

Last year the defense was hurting because of injury. We had the #1 run defense in the NFL after 7 weeks, before the injuries kicked in. Now we will have our defensive line back plus Kearse.

His pass rushing presence will make things easier on Sheppard and Brown, who will probably step into their own next year. If Reid & Co are comfortable with them, then so am I.

The Eagles defense will be better next year. Mark my words.

The division will be tougher next year, but without question, the toughest team in the division is once again the Eagles.

Our offense has so many new dimensions with the aquistion of TO.

I don't know about that the toughest team is looking like the Redskins right now and your D lost Emmonds,Vincent soon Taylor also Kearse gets injured a lot and the CBs from last year have not had the pressure they will have this year because instead of a fill in htey are now a starter. Don't get me wrong you have a good team going into the season but I think the departer of some of your top guys will hurt the team remember 2 years ago the Eagles had the best secondary in the league now they are leaveing:drunk: have a beer it will definitly be a fun season:drunk:

The Redskins always look good on paper but then they play like shit on the field. I don't think that Gibbs will instantly turn them around enough to win the division. They have holes.

We lose people on defense every year and the team puts in players that perform. Emmons was good but he was coming off an injury and Dhani Jones is faster and younger. He will be fine.

Vincent was a great locker room guy but he has lost a step. He's not going to get any faster, only slower. I bet he doesn't even start after next year. Taylor may still come back, we'll have to see. Even if he doesn't, we won a lot of games with Sheppard and Brown starting. They aren't guys who haven't seen a lot of action. They showed they can play. The Eagles may have the best pair of safeties in the NFL in Dawkins and Lewis. The secondary will be fine.

It definately will be a fun season! :drunk: :liljim:

Billick still not over Owens

Ravens coach had sights set on WR

PALM BEACH, Fla. - Two weeks later, Baltimore Ravens coach Brian Billick still isn't happy.

Most of the reporters who dropped by Billick's table at the AFC coaches breakfast with the media yesterday during the NFL meetings at The Breakers resort had something to ask about the Ravens' Terrell Owens misadventure.

Billick was cordial, but he made it clear the Ravens still consider themselves ill-used. At one point, Billick was asked why Baltimore didn't pursue David Boston, the high-profile receiver who was traded to Miami from San Diego while the Owens saga was unfolding. The Ravens had shown interest in Boston previously.

"Because we were entrenched,'' Billick said. "We had every assurance, at every level, that we were going to get Terrell Owens.''

The Chargers traded Boston March 15 - the day of the special master proceeding that led to the NFL-brokered three-way-trade of Owens' rights to the Eagles, which was announced the next day. Billick said the Ravens had no idea until the afternoon of March 15 that they might not have Owens under contract after all.

They had traded for him on March 4, knowing the Eagles were talking contract with agent David Joseph, in anticipation of a trade with the 49ers. But the NFL management council already had ruled that Joseph had missed a filing deadline for making Owens a free agent, and Billick said the league told the Ravens again and again that Owens was their property. Then, at the special master proceeding, the players association was able to argue persuasively that the deadline didn't apply to Owens, and the league quickly began working toward a settlement that would make a potentially embarrassing ruling unnecessary.

"This settlement resolves the dispute in a matter which satisfies all involved parties,'' NFL labor relations vice president Harold Henderson said in a statement released by the league.

Billick, whose team got back the second-round pick it had sent to San Francisco, and added a fifth-rounder from the Eagles, acknowledged being rankled by that statement. He said that as far as he knows, no one from the league ever has expressed any regrets. He said he's glad the new team president, Dick Cass, is an attorney. Billick said from now on he'll rely on Cass' legal opinions, instead of those of the league.

Tough decision

Tennessee Titans coach Jeff Fisher said the decision not to franchise Jevon Kearse, which led to the Eagles' signing Kearse as an unrestricted free agent, was mostly dictated by salary-cap restraints. But Fisher acknowledged that if Kearse hadn't fractured his foot in the 2002 opener, "We wouldn't be having this conversation'' - that is, the Titans would have found a way within the cap to sign Kearse to a long-term deal, before the franchise decision had to be made.

As it happened, the 2002 injury, followed by a 2003 high ankle sprain that severely limited Kearse over the second half of the season, pretty much killed any momentum toward a long-term deal. And the Titans just didn't have room under the cap for a franchise-tag salary.

"We decided keeping most of our players was more important than keeping Jevon,'' Fisher said. "In a perfect world, you don't let that kind of player get away.''
