Is there anyway to bring down a dvd9 rip so it will fit onto regular single layer 4.7gb disc?

If you rip the data to your hard drive, you can remove unwanted sections and recompress what is left with DVD Shrink.

dvdshrink is good for getting the job done, but it really decreases quality. If you want to do it the right way go with Cinema Craft Encoder (CCE)

I haven't tried that one, but I haven't resized a DVD in over a year. How long does it take?

Sure you can. Just use DVD Shrink to open files, instead of opening disk. Works like a charm.
