After cleaning the dust-covered fan covers of my PC, I looked inside the thing and noticed that the inside components are covered in a light layer of dust. Should I clean it or is it not worth the hassle? If I do decide to clean it, whats the best way to go about doing it? Any tips/suggestions/warnings?

I use dust-off. Just get in a nice open area, cause theres gonna be a lot of dust flying around. I try to clean out my desktop's insides about every 6 months. I thought one of my cooling fans was failing once and after I cleaned all the dust out of it, it worked like new.

Yes, clean the dust out.
Believe it or not, I know a guy who does PC repairs, and he opens up the case, brings it out to his garage, and uses a leaf blower.

Or you could try what THESE GUYS (http://www.muchosucko.com/video-computerimmersion.html) did. Everything seemed to turn out just fine.

id go with some kind of compressed air and dont turn the fucking can upside down you dont want ANY moisture in there... like jpc said it is good to do every six months. What i like to do at the same time as "blowing" the internals is delete all of the bullshit thats built up over the half year. Its pretty crazy some times to see how many gigs your wasting from games that you just dont play anymore or stupid progs that you thought you would love and then forgot about!
Compressed air is the way to go for dust.

When using a duster, if possible you should place a small room fan beside and pointing away from your uncovered pc at full blast so when you spray the interior the airborn dust doesn't settle back onto everything and is completely sucked out of the unit. A stupid word of advice, but nevertheless it helps.
