What is the best tool to use for cutting out someone's head? I was using the magnetic lasso with varied success.

The magnetic lasso only works well when you have a stark contrast to what you are cutting out.

Practice with the pen/path tool [hold the alt key, then click on nodes to reset the curve]. Then you can create a selection from the path.
Or just zoom in with the eraser, and keep your brush soft.

I altered the image a little for the sake of seeing the rain better, but the rain effect isn't hard. Fill a layer up with black, add Fractal Noise (monochromatic) at a high percentage, Blur More, adjust Levels so that there's few whites, Motion Blur, then set the layer to Screen. You may have to dupe the rain layer a couple times to see it better.
