So if the paper reports that the economy is in a slump, its liberal, but if they report it to be 'booming' its neutral? What if I was to say that this story is some 'right wing bullshit' and biased and that a story about the economy being in a slump is neutral? It all depends on how you look at it. The right will always complain that the media is biased and the left will always complain that the economy sucks.
