No one in the same situation would have made any different decisions than the stately Mayor Larry Vaughn. He doesn't have the power to see the impact of the presence of a killer Great White. No one does. Not even Mr Hooper was sure it was a Great White. A small tourist community in New England needs its summer dollars, and the 4th of July is the biggest cash cow there is.
