New Orleans has been flooded out like 30 times in it's almost 300 year history. The last major hurricane to hit there was in 1965. The Army corps of engineers estimated cost for the levee's to withstand a CAT 5 hurricane at $100 billion dollars and the project would take 20 years to complete..

What happend? first the eviormentalist's sued and won an injunction against the project, the "Compromise" was only building the levee to a CAT 3 strength....

The local gov't kept building "LOW-Income" housing in the 9th ward which is almost 20 feet below sea-level in parts...

Why are people so fucking surprised that this city was flooded out?
What did the state of Louisianna do with the hundreds of Billions of dollars from the fed? That state gets the most money per capita, more than California which good disappear with a big enough earthquake..

Also why are people so shocked at gov't failure at all levels? Government is designed to be slow and chaotic and non-efficent. Efficient gov't is Germany in the 30's and 40's...

How long did it take to rebuild Florida after hurricane Andrew? years and years... This area is tougher to get into since it's New Orleans and in a BOG, at least Florida is flat ground at sea level.

But there was Oprah bitching that things aren't built yet. Funny she threw ZERO blame at Mayor Nagin and Govenor Blanco.

That area is going to be a complete mess for many years to come. That is a fact no matter what adminstration was in the white house when this happend.

The media didn't go ape-shit, like it has with KATRINA, when during the Clinton years hurricane Floyd( or Hugo, I forget the name, it was in 1995) flooded south Jersey so bad it took FEMA almost a month before they ever got their equiptment in, again very low lying area, tough to get supplies in.

Katrina destruction area equals the same amount of land as the state of Minnesota.

Governement at all levels needs to get the fuck out of the way and let the private sector take over. If people truly believe that the "Low income" housing folks, who were already living off the gov't dime, are going to comeback and work they are crazy, plus do they honestly want the ghettos of that area to be rebuilt the same way?

So the President was told 1 day before that the levee can break.. Ok how the FUCK is he going to evacuate ten's of thousands ,of people, if not hundreds of thousands of people to someplace safe, in only 24 hours, when Govenor Blanco didn't give the FEDs authority until after the levee broke through...

(We do not have a JACK Baurer working for the government in 2006, or anytime in our history.)

The only thing we can hope for is the policies are examed, find the mistakes, and change the policy to acomadate future disasters..

My only recommendation is get FEMA out of the dept. of Homeland security, one of the problems was FEMA had to get on OK from DHS everytime it took a shit, instead of the old way when they were equally powerful, the DEMOCRATS screamed bloody-murder that GW had to put FEMA into DHS....

Now those same DEMOCRATS are screaming bloody-murder that FEMA is a failed dept. FEMA's track record in general is about 50%.
