I'm confused. Which one is doing the incoherent rambling?

An apparently crazed Back Bay man who lunged at Mayor Thomas M. Menino during a press conference at City Hall Plaza yesterday was tackled by security staff and busted for attacking a BPD officer with spit and punches.
The suspect, Mark Cifrino, 57, was tackled by Menino’s detail officer, Mauritizo Langa, and cuffed by Boston police homicide Officer Neva Grice just after he tried to make his way toward Menino while screeching curses and “incoherent, rambling” threats around 10:30 a.m. as the mayor held a press conference about an MBTA bus urging street peace, according to a police report.
The report said Langa ordered Cifrino to stop and grabbed him by the elbow to lead him away from the mayor, who was on a stage.
“The suspect initially complied and walked a few steps. Suddenly, he turned toward Officer Langa and proceeded to spit on the officer’s face and punched him on his left arm,” said BPD spokeswoman Elaine Driscoll. “A struggle ensued, during which the suspect continued to punch and spit at the officer.”
The suspect was bleeding from a cut on his lip as he spit at Langa, the BPD report indicated. Cifrino was charged with being a disorderly person and assault and battery on a police officer, Driscoll said.
