That would certainly esplain the E power chord on the top two strings on the second fret, but I'm going to go out on a limb here and say he's only drop D. The tune is in e minor, and the bottom 4 strings tuned standard are perfect for e minor, and they even include the dom7 (D). Also, when he hits the bottom 3 strings open it's sounding like a first inversion Em (GBE) to me. I'm also hearing a very prevalent G in the melody. Uhhhh, so, yeah, I guess.
