Microsoft has not, and will not be offering a patch for new daylight saving time calculations for these operating systems as they are "End Of Life Cycle" operating systems. There are manual registry edit instructions for altering the rules for your time zone available from microsoft.

www.intelliadmin.com has fixes available for free in their freeware download section. The file is less than 1 megabyte and can install or un-install the patch and now includes the dynamic tables published by Microsoft.

When I tried to install it, I got a prompt telling me it couldn't install it because it's already been installed.

Any idea where that could have come from? I never installed this patch. Only thing I can think of was some Windows update or this Windows VISTA package that mimics Vista's look but does little else.

Yes. XP with automatic updates turned on will already have been patched for Daylight Saving changes.
