The sound on my computer is not as loud as I want it to be when using headphones. I have a 2.1 speaker system and that sounds fine and can go much louder than I can even take it.
With headphones it's not. I crank up the wave, master, and then the volume control on my media player and it's loud enough to hear, but still too low, not like I want it to be when watching a movie in private.
I checked all the options in control panel and eveything is cranked.
Is there any sort of application I can use to force the volume louser?

There may be some software installed for your soundcard that you're not aware of which has it's own volume controls set, so check your installed programs and see if there's anything listed probably with the name of your soundcard.
If not, all I could tell you is to also crank up the pre-amp DB in your media players eq.

Your 2.1 speakers have their own amplifier. Your headphones probably do not.
Maybe something like this Headphone Amplifier (http://www.dansdata.com/boostaroo.htm) will work.

Yeah I was going to suggest the same thing. I've got a Creative SB card, and there is a specific AudioHQ program that came with it. That's where I go when I can't hear something on the PC.
Also, nice Farscape tags. Love that show.
Maybe you should get your hearing checked?
