Senator wants to crack down on lewd broadcasts

WASHINGTON (AP) -- A bill that would increase fines for indecent radio broadcasts was approved Thursday by a Senate committee, spurred by a Detroit radio broadcast that one lawmaker described as filth.

Sen. Fritz Hollings, D-South Carolina, sponsored the amendment to a spending bill for the Federal Communications Commission, which oversees broadcasters. The amendment passed the Senate Commerce, Science and Transportation Committee and now moves to the full Senate.

Hollings said it would be in the public's best interest to revoke the license of Detroit radio station WKRK-FM for a show it aired in January 2002. On the show, nine listeners called in to describe sexual positions in explicit detail. Several callers also joked about acts of violence against women.

"I wouldn't publicly repeat that language, indecency and filth myself," Hollings said. "He ought never to have a license again."

Hollings' bill would expand indecency laws so that separate fines could be levied against each person who utters obscene speech on a radio show. Right now, the FCC charges one fine no matter how many people are speaking.

The bill also calls for license revocation hearings for any station that violates obscenity laws. The FCC can now hold such hearings, but generally will not unless a station has aired lewd broadcasts more than once.

Republican senators
Several Republican senators were unconvinced of the need for the bill. Sen. Conrad Burns, R-Montana, said Detroit residents should act if they do not like what the station is airing.

But the committee chairman, Sen. John McCain, R-Arizona, urged members to pass the amendment and make changes when it reaches the full Senate.

The FCC levied a $27,500 fine against WKRK-FM's parent company, New York-based Infinity Broadcasting, in April. Infinity filed a response that the FCC is now considering.

Infinity spokesman Dana McClintock said Thursday that the company believes the FCC may have violated the law when it levied the fine, but he would not elaborate. He declined comment on the legislation.

THE FCC violated the law by hitting Inifinity with a FINE?

HOw isn't what the FCC does when it gets a complaint...

I'm sure the station in DETROIT weren't using anytype of CODES to descibe anything..

Cmon - usually it's the conservative voice that sponsors bills like this. The fault of this democrat is that he's from South Carolina - apparently he gets Detroit radio down there.

I have to agree and disagree. Most conservatives are morally based, so they are most agaisnt lewed broadcasts. But the elephants arent as in to censorship. But the libs, they are into censorship, I mean I cant say black anymore. I am seen as a slave owner if I say black, but the blacks can call me white, and a cracker. DONT get me wrong, I am NOT racist, I just hate people like jessie jackson and al sharpton, you hear the story one of those "reverands" is putting out. A little 9 year old boy is missing, he is black, but the reverand says its not gettign publicity because the boy is black. JUST SHUT THE FUCK UP, those damn people are pushing the color barrier further, they are making more problems. anyway back to lude broadcasts, I say get some libertarians in the senate, NO CENSORSHIP baby. I mean look at most of europe, in Italia, Espana, etc they all have porn on network television. The united states is so up tight, so up tight to a point that someoen can lose there licsense for saying FUCK, just because somebody is "offended". Im moving to Italia, fuck this ocuntry :)

Two words and a simple solution SATTELITE RADIO........we can all laugh our asses off at the fcc when o and a are on sattelite radio, like opie says WE ALWAYS WIN IN THE END! I would love to see them on sirius radio, they could actually do what they wan't to do and of course no gag orders!

I actually agree with this law, our country is becomming a country of smut and violence. You should not be able to do anything you wan't on radio where some little kid can hear it's totally indecent and wrong

i've been listening to ferrall on the internet this past week. this morning he was going on and on about some higher upper at his current station(wqam). the person was complaining about things ferrall had recently said and how it could cost the station its license. i guess this management person heard about what the senator wants to do. ferrall was really upset. he claimed he never was fined or caused any station to lose their license..... if you are not listening to ferrall try and catch it sometime. he's funny as hell.

It all just boils down to one of the major problems of our society, "Who can I blame for my stupid mistake?"

Something on the radio I don't like? I'll sit my self-rightious ass down in front of the computer to write a letter and complain to the FCC and my useless Congressman, he might read my letter between accepting bribes and banging hookers. I must remember to tell him I'm such a shitty parent, that I let my kids stay home from school just to listen to this show while I'm stoned on Valum in bed.
