DETROIT, Michigan (CNN) -- A Wayne County prosecutor said Monday she will seek felony charges against Detroit's embattled Mayor Kwame Kilpatrick.


Detroit Mayor Kwame Kilpatrick reportedly sent romantic texts to his chief of staff, contradicting earlier testimony.

Kilpatrick, who is married, has been snarled in a well-publicized sex scandal since January after The Detroit Free Press reported he exchanged romantic text messages with his then-chief of staff, Christine Beatty.

The Detroit Free Press reported in January that in an analysis of nearly 14,000 text messages on Beatty's city-issued pager, it found some from 2002 and 2003 that indicated the two were having a romantic affair.

The newspaper report contradicted testimony Kilpatrick gave last August in a court case brought by police officers against the mayor and the city of Detroit alleging the mayor retaliated against the officers for their role in investigating his office. Critics alleged that Kilpatrick committed perjury in the case and called for his resignation.

In testimony during that case, Kilpatrick and Beatty both denied having a romantic relationship.

Prosecutor Kym Worthy said that "even children understand that lying is wrong. Witnesses must give truthful testimony."

Beatty resigned as Kilpatrick's chief of staff on January 28.

Kilpatrick offered an abject apology to his constituents January 30, but remained adamant he would not resign.

"I truly apologize to each and every one of you, individually and to the whole city," Kilpatrick said in a sometimes emotional televised statement.

Sitting next to his wife, Carlita, he also apologized to "my entire family, and specifically to the four people I love most in this world" -- his wife and his sons, 12-year-old twins Jelani and Jalil and 6-year-old Jonas.

"Over the past few days, there has been some speculation about who is in charge of the city," Kilpatrick said. "Make no mistake about it: Since 2002, I have been in charge of the city. There have been ups and downs. There have been hills and mountains and valleys, but through it all, I remain in charge of the city."

On speculation regarding a possible resignation, the mayor said, "Let me be clear: I would never quit on you. Ever. We've got a lot of work to do, and with your help, I'm going to continue to lead this city in getting the work done."

Kilpatrick was frank about the pain the allegations have caused his family. "I'm responsible for that," he said.

"For the first time in my life, I had to have a conversation with my 12-year-old twin sons about very grown-up things. It was, without a doubt, the hardest conversation that I've ever had in my entire life."

Regarding his wife, he said, "Our marriage has not been perfect, but it has been great. Now I've put her in a situation which many couples deal with in the privacy of their own homes. But in our case, it's on the front page of the newspaper."

Carlita Kilpatrick also spoke. "Yes, I am angry. Yes, I am hurt and I am disappointed, but there is no question that I love my husband," she said. The couple has been working "through some very painful issues" with help from their pastor and others, she said.

"Our family has endured the most painful and intrusive week of our lives," she said. "Our most intimate issues have been laid out for all to see. ... However, this private matter is between me, my husband and God. We are deeply committed to working through these issues together as a family."

The mayor and his wife urged Detroit residents -- and the media -- to allow them privacy and space.

"If you have to attack someone, attack me," Kilpatrick said. "I would ask that you don't follow my wife, you don't film my kids going to school. I ask you not to have helicopters flying around our home. I ask that you leave them alone. I am the mayor. I made the mistake. I am accountable."

He said he could not discuss specifics of the situation because of pending "legal issues."

Kilpatrick said he knew residents have been waiting to hear from him, but last weekend, for the first time since he took office six years ago, "I just put everything aside and focused on my family."


He said he told his sons that when you make a mistake, "you learn from it. You get up, you dust yourself off and you keep moving forward," adding that he hopes the city will keep moving forward.

Basically, whenever a politician fucks up in some way, take note of whether or not his party affiliation is prominently mentioned in the news article or broadcast.

If the news story or report is vague as to party affiliation, often times, it's a Democrat.

HELSINKI, Finland -- Finland's foreign minister was ousted Tuesday by his conservative party over a text message scandal involving an erotic dancer.

The scandal, which had been making headline news for weeks, had eroded trust in and respect for Ilkka Kanerva, said Finance Minister Jyrki Katainen, chairman of the National Coalition Party, which holds the Foreign Ministry post in the coalition government.

"The minister does not enjoy trust," Katainen told reporters.

"It's a heavy decision. He's a friend, and he's done his work well."

Detroit Mayor Kwame Kilpatrick also is dealing with the fallout from a text message scandal, having been charged in a criminal case last week.

Katainen said he would propose Alexander Stubb, a European Parliament lawmaker, as the new foreign minister. He said he had discussed the matter with President Tarja Halonen and Prime Minister Matti Vanhanen, who was traveling abroad. The appointment was expected to be confirmed on Friday.

Kanerva, 60, initially denied reports in Hymy -- a gossip magazine -- that he had sent about 200 messages by mobile phone to the dancer, Johanna Tukiainen. But last week he apologized publicly, acknowledging he had sent some messages but insisting they were all work-related.

The 29-year-old dancer said Kanerva had, among other things, inquired about her underwear.

On Tuesday, the Hymy monthly published some of the text messages allegedly sent by Kanerva to Tukiainen.

In the messages, Kanerva proposes meetings and dinner with Tukiainen and her sister, asks whether he would be allowed to touch her at a nightclub and discusses women's clothing.

Kanerva, who held three minister posts in various governments in the 1990s, was chosen to be foreign minister last year by Katainen. In 2005, he was involved in a similar text message scandal when he was a deputy speaker of Parliament.

"He promised he would not repeat" such a scandal, Katainen said, "but he did not keep that promise."

Although Kanerva apparently broke no laws and his longtime partner accepted his apology, there were widespread calls for his dismissal.

The Foreign Ministry said Tuesday that Kanerva was on sick leave and would not talk to the media. A day earlier, Kanerva told reporters he was "fit and well" and had no intention of resigning.

Resignations or dismissals over personal matters are unusual in Finland, where politics and private lives have traditionally been kept well apart. But times appear to be changing in the Nordic nation.

Vanhanen, who on Sunday reiterated his trust in Kanerva, saying the foreign minister's private life was his own affair, has guarded his own privacy vehemently. Last year, he sued his former girlfriend for revealing intimate details about their relationship in a book -- but lost.

In 2005, Vanhanen's predecessor and Finland's first and only female prime minister, Anneli Jaatteenmaki, resigned after only two months in office because she lied about leaking sensitive documents.

DETROIT -- Judge Thomas Jackson has ruled Detroit Mayor Kwame Kilpatrick to be released from jail, but issued a new bond.

“I don’t believe it should be a complete and total remand without any type of bond,” said Jackson. He said he agreed with why Judge Ronald Giles made the decision he did based on the information he had.

Jackson ruled the mayor to pay a $50,000 cash bond, no travel and a tether to alert the court of his whereabouts.

I kinda figured this would happen today.

DETROIT — Mayor Kwame M. Kilpatrick, already fighting eight felony charges including perjury, was charged Friday with two felony counts of assaulting or obstructing a police officer. The officer, a sheriff’s deputy, was attempting to serve a subpoena.

Michigan’s attorney general, Mike Cox, announced the new charges one day after Mr. Kilpatrick was sent to jail for violating the terms of his bond by traveling to Canada in July on city business. Each count carries a penalty of up to two years in prison or a $2,000 fine upon a conviction.

“It’s a very straightforward, simple case,” Mr. Cox said. “I cannot recall ever seeing — let alone hearing of — a situation where a police officer trying to serve a subpoena was assaulted.”

Moments before Mr. Cox’s announcement, a circuit court judge, Thomas E. Jackson, allowed the mayor to be released from jail after posting a $50,000 cash bond. He also took away the mayor’s travel privileges and ordered him to wear a global-positioning tether.

But Mr. Kilpatrick, 38, who is in his second term as mayor, could soon be headed back to jail, as assault charges would be another bond violation.

The incident that prompted the new charges happened July 24, a day after Mr. Kilpatrick traveled across the Detroit River to Windsor, Ontario, on city business without court approval, a violation of the terms of his bond in the perjury case. That violation is what prompted Judge Ronald Giles of the 36th District Court in Detroit to have Mr. Kilpatrick sent to the county jail Thursday.

Mr. Cox, a Republican who called for Mr. Kilpatrick to resign in March and who is widely expected to run for governor in 2010, decided to bring the assault charges after reviewing a report from the state police, who investigated the Democratic mayor’s run-in with the deputy sheriff, Brian White.

Mr. White, testified that he suffered a fractured hip after being shoved into his partner by Mr. Kilpatrick, who played football in college. Mr. White also said that Mr. Kilpatrick, who is black, had criticized his partner for working on the case and told her that as a black woman, “You shouldn’t even be riding in a car with a guy named White.”

On Thursday, Mr. Kilpatrick, 38, admitted to Judge Giles that he traveled in violation of his bond and apologized, promising to not make such a mistake again. He also noted that he had asked his young sons to watch the hearing so they could see their father admit wrongdoing.

But the judge responded that he must treat the mayor as he would any other defendant and revoked Mr. Kilpatrick’s bond.

“If it was not Kwame Kilpatrick sitting in that seat — if it was John Six-Pack sitting in the seat — what would I do?” Judge Giles said. “And the answer is simple.”

Mr. Kilpatrick’s office released a statement saying that his chief of staff, Kandia Milton, would serve as acting mayor. “Residents can be assured government will continue to operate as usual,” the statement said.

Mr. Kilpatrick’s trip to Windsor was related to his effort to sell Detroit’s half of the Detroit-Windsor Tunnel. He has said the city needs the money to avoid significant layoffs, but the City Council rejected the deal.

Mr. Kilpatrick, who is in his second term as mayor, told Judge Giles that he was acting in the city’s interest, and blamed his failure to seek court approval on the “tremendous strain and scrutiny” he is under while continuing to govern while fighting the charges against him.

The mayor’s jailing came nearly seven months after text messages between Mr. Kilpatrick and his former chief of staff, Christine Beatty, were published by The Detroit Free Press. The messages appeared to contradict testimony by Ms. Beatty and Mr. Kilpatrick in a lawsuit against the city denying that they were having an affair. In March, the Wayne County prosecutor charged Mr. Kilpatrick with eight felonies, and Ms. Beatty, who resigned after the scandal broke, with seven.

On Wednesday, Mr. Kilpatrick and Ms. Beatty agreed to waive their right to a preliminary hearing that had been scheduled for September. Experts who have been following the case believe the move was intended to prevent more damaging text messages and other evidence from surfacing before trial.

If Mr. Kilpatrick is convicted on any of the felonies he is charged with, he would lose his job as mayor under the city charter. The Detroit City Council has begun several other processes aimed at getting him out of office, however.

Council members are preparing to hold hearings into whether the charter allows them to remove Mr. Kilpatrick on grounds other than a felony conviction, and they also have asked Michigan Gov. Jennifer M. Granholm to invoke that gives her the power to oust city officials with sufficient cause.

Ms. Granholm has set Sept. 3 as the date to hear a defense from Mr. Kilpatrick before making a decision.

My view of Detroit comes from watching "Animal Cops - Detroit" on Animal Planet, and it looks to have been a really nice place, judging from the house sizes, lot sizes, etc. but it seems the current residents of those homes do not seem to be the originals, they no longer care for their lawns.

But I'm guessing they damn sure want him to get convicted of at least one of the felonies, even if he serves zero jail time, just so they can use that to get him the fuck out of office.

DETROIT - A prosecutor on Monday accused Mayor Kwame Kilpatrick of violating his bond in an assault case by spending time over the weekend with his sister, one of 11 witnesses listed by authorities.

Kilpatrick and Ayanna Kilpatrick were together at their mother's house Saturday, a day after he was released from jail for violating bond in a separate perjury case, said Doug Baker of the Michigan attorney general's office.

The mayor is charged with assaulting two investigators who were trying to deliver a subpoena at his sister's house in July in the perjury case.

In a court filing, Baker said the mayor had been ordered to have no contact with witnesses.

Kilpatrick's defense team, however, believes the mayor is not in trouble. Attorney Jim Thomas said Magistrate Renee McDuffee clarified Friday that Kilpatrick could have contact with his sister.

In a statement, Kilpatrick spokesman Marcus Reese accused state Attorney General Mike Cox, a Republican, of trying to score political points with the latest filing against the embattled Democratic mayor.

District Judge Ronald Giles will hold a hearing on the matter on Tuesday.

Giles is the judge who sent Kilpatrick to jail Thursday for violating his bond conditions in a perjury case involving Kilpatrick and a former top aide. The mayor traveled to Windsor, Ontario, for city business July 23 without first notifying authorities.

Baker's filing asked the court to look at what happened and amend the terms of Kilpatrick's bond. The document doesn't mention any possible changes, and Baker left court without speaking to reporters.

Kilpatrick was released Friday after a higher court, acting on an appeal, set his bond at $50,000.

Baker referred to the perjury case by saying the mayor has "demonstrated an inability to adhere to reasonable bond conditions."

Wayne County Prosecutor Kym Worthy confirmed reports that she met last week with community leaders, who are encouraging her to end the perjury case with a plea bargain.

Worthy, an elected official, defended her attendance at the meeting, saying it was an opportunity to listen to constituents. She declined to comment on any deal with Kilpatrick.

Kilpatrick and his former chief of staff, Christine Beatty, were charged in March with perjury, obstruction of justice and misconduct in office. They are to be arraigned Thursday in Wayne County Circuit Court.

There's absolutely no reason for the prosecution to accept a plea deal without jail time: at the very least, it's abundantly clear that he committed perjury, for which he'd have to do time if convicted. I honestly can't see him having any substantive argument to defend himself on that matter.

DETROIT — Kwame M. Kilpatrick, the charismatic mayor of Detroit who has been embroiled in legal problems stemming from a sex scandal since the beginning of the year, pleaded guilty to obstruction of justice and agreed to resign Thursday morning as part of a deal with prosecutors.

He agreed to plead guilty to two felony counts of obstruction of justice, pay restitution to the city of $1 million, give up his law license, forfeit his state pension and serve 120 days in the Wayne County jail. His resignation is to take effect within 14 days. All other charges were dismissed, and the judge scheduled sentencing for Oct. 28.

The deed is done.

* He threw a party with lady strippers at his house in 2002. His house was the mayor’s mansion.

* He lied under oath about some boring and less salacious thing … oh right, firing the cops who found out about the affair.
* And then he vetoed his own removal from office!
