The IRS has the following schedule for direct deposit recipients, according to last 2 digits of your SS#.

But there are a bunch of blogs and articles saying that the deposits are coming a week early. So has anyone gotten African American-rich earlier than expected?

Those dates are the direct deposit dates. If you received your tax refund back via check or if you owed the IRS at tax time they are mailing out checks that will take longer.

Not technically considered income either because you will not be taxed on this money at all. It is a free and clear $300 or $600 to try and rev up the economy. They are hoping that we will take our money and buy a new flat screen or whatever.

It all depends on when you sent in your 2007 tax return. I sent mine in on April 14th. The IRS website says to add two weeks to the schedule if it was filed on or just before April 15th. I was supposed to receive my rebate on May 9th too.

From the website:
Q. I filed my return on time, but I haven’t received my stimulus payment, even though the payment date listed for my Social Security number has passed. Why?

A. In general, the payment schedule only applies if your return was received and the IRS finished processing your return before April 15. If you filed your return on time, but close to the April 15 deadline, the IRS may not have finished processing it before April 15.
