The Web Standards Project (http://www.webstandards.org) (or WaSP) is a great resource for learning how to build websites that conform to the standards ratified by the W3C (http://www.w3.org), the governing group for interoperable technologies on the web.
If you're interested in learning some of these standards, such as CSS, ECMAScript, DOM and XML, check out WaSP's resource pages (http://www.webstandards.org/learn/resources/). They're very informative and they even go through some of the differences between the standards-compliant browsers (Mozilla/Safari/Konquerer) versus Microsoft's rogue Internet Explorer browser and its framework.
