Some do it just because they are fan of anime/games, which mostly are cheap/easy to make costumes. For instance, Orihime (fatso) and Ishida from Bleach can be seen in the beginning, and that succubus is most likely from the Disgaea games.

Others, like this one, is mostly for bragging rights/challenge.
