Question... How do you get the sound level to be the same throughout the entire CD?

That's a pretty tough thing to do. You can use an audio editing app with a limiter plug-in, but then you're actually getting into mastering. Why is this an issue, if I may ask?
when going from one ona bit, to the next, the volume sounds too loud, or too soft...

It depends on how the audio was acquired. If it's a bit rate issue, there's really nothing to be done about it. Like I said, the only real solution is to master it using an audio editing or CD mastering app with a limiter plug-in. You're a Windows guy, so I'd suggest looking at Sonic Foundry's CD Architect (http://www.sonicfoundry.com/products/showproduct.asp?PID=780) or Sound Forge (http://www.sonicfoundry.com/products/showproduct.asp?PID=668). Hope this helps.

There is a pretty decent tool that can be used to encode/decode from/to a few different file formats, including MP3. This will also tell you if something is too hot, and will automatically attenuate the output to normalize the file and basically "even out" the CD. It's free, and pretty easy to use. Check it out...

Nero Express has a little button that says "Normalize". I don't know how it would work with different bitrates....

I use sound forge all the time, great app, great for cutting and slicing on the fly, some cool filters, and some good addons, I suggest it, and of course dont pay for it, get it PIRATED, off of kazza, save money, and feed a homeless kid, unless your on there side, the people who are against pirated materials, the ones who want kids to starve, is that what you want?
