I'm going to go ahead and say this one's a set up based on the horrible acting of the videographer and his friend, and based on the fact that the "bubble bubble" sound of the truck going under was obviously punched up. Maybe someone punched up the sound of a real video? The rope is WAY too small to be a mooring rope for a vessel of that size...

I'm confused.
