My sony notebook with Vista Home Premium has settings for brightness on the power options page. I just right clicked the battery indicator in the system tray and selected power options. The left column had a brightness link.

Or, depending on which graphics system you have, right-click on the desktop and select "Graphic Properties" Then go to "Color Correction" and adjust the brightness.

I have a Toshiba Satellite also....follow Trauma's directions to get to the brightness setting. There's separate brightness settings for when the laptop is on batteries and when it's plugged in so you'll need to dial back both. It was driving me crazy that I would change it and then it would appear to go back to the original settings until I discovered I had to change it for both scenarios.
