<b>Fort Smith, Ark. -- </b><br />
Joy Trotter was arrested on Thursday by Fort Smith Police for promoting prostitution. <br />
Detectives said the arrest is the result of an alleged victim coming forward with information. <br />
Police said Trotter is responsible for transporting multiple minor females around to various locations for sex. <br />
&quot;She would collect money or money was paid to her to basically have sex with the minor females,&quot; said Detective Jeff Taylor. <br />
&quot;All the pieces kind of fell into place the last couple of days where we could make the arrest,&quot; he said. <br />
Taylor said one of the victims is Trotter's 14-year-old relative. Police said they are aware of several underage victims but have not released an exact amount. <br />
Taylor said there are likely more victims who have yet to come forward. <br />
&quot;Whether their kids or teenagers this is just something they don't want to talk about especially to a stranger,&quot; Taylor said. <br />
He said so far, police have identified several Fort Smith locations where Trotter was selling the girls as sex objects. <br />
&quot;We're looking at maybe one or two other locations within the same county,&quot; Taylor said. <br />
Trotter is being held without bond at the Sebastian County Detention Center. Detectives said she has been cooperating with their investigation. <br />
&quot;I know there's more information out there,&quot; Taylor said. <br />
Police said their next step is identifying more victims and pursuing information about the men who paid Trotter for sex with the underage girls.<br />

The death cries of a man trapped head-first down a storm drain went ignored by his neighbours in what a coroner today described as a 'sad reflection on society'.<br />
Mark Wells shouted and screamed 'please help me' for up to an hour in the middle of the night, but no-one came to his aid because they thought they were hearing drunken antics.<br />
It was not until the next morning that the 32-year-old's body was found with his leg sticking out of the 2ft-by-1ft drain. <br />
 <br />
He had suffocated in the mud and slime at the bottom of the drain.<br />
Today a coroner, recording a verdict of accidental deaths, said: 'It was a sad reflection on society that people were too scared to venture out of their homes when they heard screams.'<br />
The coroner had heard that Mr Wells had been on a night out with friends to celebrate his 32nd birthday and accidentally dropped his keys through the bars of the storm drain as he approached his rented flat.<br />
A friend living nearby had a spare set of keys but 'kind and considerate' aircraft fitter Mark, who lived alone, decided not to wake him but instead clambered into the narrow drain.<br />
Residents were awoken by the music fan's screams but ignored him.<br />
Early-riser pensioner Brian Gray later discovered the body when he walked down the footpath close to Robin Hood Street in Newport, Isle of Wight.<br />

However, upside-down Mr Wells had already died after a night out drinking with pals and was by that time up to his waist in muddy water.<br />
His body was so firmly wedged in the narrow drain that firefighters had to remove the pavement and the drain to pull him free following the tragedy.<br />
Elderly Mr Gray told the inquest in Newport today that it was his dog Bugsy that discovered the body.<br />
'When I got to the drain there I see something sticking out and I did not know what it was,' he said.<br />
'As I got closer all I could see was a pair of ankles and a pair of shoes.'<br />

The pensioner dashed to nearby homes and raised the alarm but nothing could be done to save Mr Wells who was pronounced dead at the scene in the early hours of his birthday on August 2.<br />
Nearby residents Richard Reed and Stephen Gulliver, and passer-by Kim Cottingham, all heard the dying man's screams but took no action - assuming it was drunken pranksters.<br />
Richard Reed, who was staying with friend Mr Gulliver, said in a statement read to Isle of Wight Coroner John Matthews that he heard Mr Wells calling frantically.<br />
'At approximately 1.30am I got up to go to the toilet and heard a voice (outside) shouting &quot;Help me, help me please&quot;,' he said.<br />
'It seemed like a pleading voice and I thought it was drunk people. I heard the voice shouting &quot;Help me, help me please&quot; so I went and knocked on Mr Gulliver's bedroom door.<br />
'He said it was probably drunks and I ignored it.'<br />
Mr Reed drifted back off to sleep as Mr Wells suffocated.<br />
Passer-by Kim Cottingham ignored the noise when a cat walked out in front of her and assumed it had been that squealing.<br />
The accident happened just 30 feet from Mark's front door. His black Nokia phone and wallet were later recovered from the drain.<br />
The unmarried man had decided to leave his friends early and go home to bed because he was due to meet his father Kevin the next day.<br />
A post mortem examination revealed Mr Wells died from postural asphyxia. He was just over twice the drink drive limit.<br />
Coroner John Matthews ruled that the death was a tragic accident.<br />
 <br />
'Mark was walking down the alleyway, no doubt with the keys in his hand and he dropped them down the drain,' he said.<br />
'Remembering it was the early hours of the morning, and his reasoning powers were affected, he can either stay out all night until it becomes light, he can go and wake up his friend or he can open up the drain cover and try to retrieve his keys - not having any idea of the depth.<br />
'Unfortunately he takes this latter course.'<br />
Mr Matthews added he did not blame local residents for ignoring the cry for help.<br />
'Nobody went to his rescue and the reasons are several. Being the Isle of Wight there are places on Friday and Saturday nights where it is not safe for people to be out because of the fear of drunk or drugged persons and perhaps the fear of assault.<br />
'I can well understand why people did not do anything that night.'<br />
He continued: 'It is a sad reflection on the state of things in our life today where it is not safe for some people to go out at night even in the Isle of Wight.'<br />

I tried to highlight the text to change it to single space but when I click on Paragraph section it shows Single Space.  I've checked the Formatting Marks and didn't see anything unusual. <br />
<br />
I've spoken with the writer and we are both using the same version of Word (2003) and have the same margin, header, and footer formats.<br />
<br />
Any ideas or links?<br />

Suneeta Mukherjee, country representative of the United Nations Food Population Fund (UNFPA), said women in the Philippines are the most vulnerable to the effects of climate change in the country.<br />

“Climate change could reduce income from farming and fishing, possibly driving some women into sex work and thereby increase HIV infection,&quot; Mukherjee said during the Wednesday launch of the UNFPA annual State of World Population Report in Pasay City.<br />
<br />
In the Philippines, small brothels usually pop up near the coastal areas where many women perform sexual services for transient seafarers. Often, these prostitutes are ferried to bigger ships by their pimps.<br />
<br />
Based on the UNFPA report, there are 92 million Filipinos in the country as of 2009 and that number is expected to balloon to more than 146 million in the next 40 years.<br />
<br />
Of the 92 million Filipinos, about 60 percent are living in coastal areas and depend on the seas for livelihood, said former Environment secretary Dr. Angel Alcala.<br />
<br />
Alcala said that “we have already exceeded the carrying capacity of our marine environment.&quot;<br />
<br />
But as the sea’s resources are depleted due to overpopulation and overfishing, fishermen start losing their livelihood and women are forced to share the traditional role of the man in providing for the family.<br />
<br />
Alacala, who also heads the Angelo King Center for Research and Environmental Management in Siliman University, said some women often pick out shellfish by the coastlines, which exposed to storm surges.<br />
<br />
Women who can no longer endure this work often go out to find other jobs, while some are tempted to go into prostitution, Alcala added.<br />
<br />
In an interview with the Inter Press News Agency, Marita Rodriguez of the Centre for Empowerment and Resource Development, Inc. said women are taking the brunt of climate change.<br />
<br />
&quot;Aside from their household chores and participation in fishing activity, they have to find additional sources of income like working as domestic helpers in affluent families,&quot; she said.<br />
<br />
The UNFPA noted that the temperature in the earth’s surface has risen 0.74 degrees Celsius in the past 100 years. The 10 warmest years globally since 1880 have also been recorded in the last 13 years.<br />
<br />
“Slower population growth, for example, would help build social resilience to climate change’s impacts and would contribute to a reduction of greenhouse gas-emissions in the future,&quot; the UNFPA report said.<br />
<br />
The UNFPA suggested five measures to mitigate climate change and overpopulation:<br />
<br />
    * Bring a better understanding of population dynamics, gender and reproductive health to climate change and environmental discussions at all levels;<br />
<br />
    * Fully fund family planning services and contraceptive supplies within the framework of reproductive health and rights, and assure that low income is no barrier to access;<br />
<br />
    * Prioritize research and date collection to improve the understanding of gender and population dynamics in climate change mitigation and adaptation;<br />
<br />
    * Improve sex-disaggregation of date related to migration flows that are influenced by environmental factors and prepare now for increases in population movements resulting from climate change; and<br />
<br />
    * Integrate gender considerations into global efforts to mitigate and adapt to climate change.

Medical experts expressed skepticism, however, that a major market for fat might exist.<br />
Three suspects have confessed to killing five people for their fat, said Col. Jorge Mejía, chief of Peru’s anti-kidnapping police. He said the suspects, two of whom were arrested carrying bottles of liquid fat, told the police it was worth $60,000 a gallon.<br />
Colonel Mejía said the suspects had told the police that the fat had been sold to intermediaries in Lima, the capital. While police officials suspect that the fat was sold to cosmetic companies in Europe, he said he could not confirm any sales.<br />
Several medical experts acknowledged that fat had cosmetic uses, but they also said they doubted that there was an international black market for human fat. <a href="http://www.nytimes.com/2009/09/24/fashion/24Skin.html" target="_blank"><font color="#004276">Dr. Lisa M. Donofrio</font></a>, a <a href="http://topics.nytimes.com/top/reference/timestopics/organizations/y/yale_university/index.html?inline=nyt-org" target="_blank"><font color="#004276">Yale University</font></a> dermatology professor, speculated that a small market might exist for “human fat extracts” to keep skin supple, though she added that scientists considered such treatments “pure baloney.”<br />
At a news conference, the police showed reporters two bottles of fat recovered from the suspects and a photo of the rotting head of a 27-year-old man. One of the suspects, Elmer Segundo Castillejos, helped police officers recover the head in a coca-growing valley last month, Colonel Mejía said. <br />
Colonel Mejía said Mr. Castillejos had told officers that the gang would cut off its victims’ heads, arms and legs, remove the organs, and then suspend the torsos from hooks above candles that warmed the flesh as the fat dripped into tubs below.<br />
Six members of the gang remain at large, he said, adding that in addition to the five killings to which the suspects had confessed, the gang might have been involved in dozens of others. Mr. Castillejos told the police that the band’s fugitive leader, Hilario Cudena, had been killing people to extract fat for more than three decades.<br />
At least 60 people are listed as missing this year in Huanuco Province, where the gang is believed to have operated. The province is also home to drug-trafficking leftist rebels.<br />
Colonel Mejía said the police had received a tip four months ago that human fat from the jungle was being sold in Lima. In August, he said, police officers infiltrated the gang and later obtained some of the amber fluid, which a police lab confirmed as human fat.<br />
The police arrested Serapio Marcos Veramendi and Enedina Estela on Nov. 3 in a Lima bus station with a quart of human fat in a soda bottle, he said. Their testimony led to the arrest of Mr. Castillejos three days later at the same bus station.<br />
All three are charged with homicide, criminal conspiracy, illegal firearms possession and drug trafficking, according to a statement from Lima Superior Court.<br />

Jamar Pinkney Jr. was <a href="http://abcnews.go.com/US/story?id=3307902&amp;page=1" target="_blank">shot in the head</a> Monday by his 37-year-old father, Jamar Pinkney Sr., who allegedly made the teen strip his clothes off and kneel in a vacant lot before he was killed by a single bullet. <br />

Earlier this year, when the curriculum changes were announced, critics complained that children would learn more about the internet than history.<br />

The curriculum is set out in a new education Bill just introduced to Parliament.<br />

The British Humanist Association (BHA) had led a campaign to have Darwin's theory of how life evolved through natural selection made a compulsory element of the new primary curriculum.<br />
<br />
It organised a public letter signed by more than 500 from scientists and supporters.<br />
<br />
Andrew Copson of the BHA said: &quot;This is excellent news. Evolution is arguably the most important concept underlying the life sciences.<br />
<br />
&quot;Providing children with an understanding of it an early age will help lay the foundations for a surer scientific understanding later on.&quot;<br />
<br />
He added: &quot;Public authorities clearly need to do more to tackle the growing threat to the public's understanding of science from creationist-inspired beliefs and other pseudoscience&quot;.<br />
<br />
Evolution is already taught in secondary schools and many primary schools, but under the curriculum changes, it will become compulsory for primary pupils, with the recommendation that they are taught the subject in their later years at school.<br />

The new curriculum says schools must &quot;investigate and explain how plants and animals are interdependent and are diverse and adapted to their environment by natural selection&quot;.<br />

Barbara Ann Radnofsky, a Houston lawyer and Democratic candidate for attorney general, says that a 22-word clause in a 2005 constitutional amendment designed to ban gay marriages erroneously endangers the legal status of all marriages in the state.<br />
<br />
The amendment, approved by the Texas Legislature and overwhelmingly ratified by Texas voters, declares that &quot;marriage in this state shall consist only of the union of one man and one woman.&quot; But the trouble-making phrase, as Radnofsky sees it, is Subsection B, which declares:<br />
<br />
&quot;This state or a political subdivision of this state may not create or recognize any legal status identical or similar to marriage.&quot;<br />
<br />
Architects of the amendment included the clause to ban same-sex civil unions and domestic partnerships.<br />
<br />
But Radnofsky, who was a member of the powerhouse Vinson &amp; Elkins law firm in Houston for 27 years until retiring in 2006, says the wording of Subsection B effectively &quot;eliminates marriage in Texas,&quot; including common-law marriages.<br />
<br />
She calls it a &quot;massive mistake&quot; and blames the current attorney general, Republican Greg Abbott, for allowing the language to become part of the Texas Constitution. Radnofsky called on Abbott to acknowledge the wording as an error and consider an apology. She also said that another constitutional amendment may be necessary to reverse the problem.<br />
<br />
&quot;You do not have to have a fancy law degree to read this and understand what it plainly says,&quot; said Radnofsky, who will be at Texas Christian University on Wednesday as part of a five-city tour to kick off her campaign.<br />
<br />
'Entirely constitutional'<br />
<br />
Abbott spokesman Jerry Strickland said that the attorney general stands behind the 4-year-old amendment.<br />
<br />
&quot;The Texas Constitution and the marriage statute are entirely constitutional,&quot; Strickland said without commenting further on Radnofsky's statements. &quot;We will continue to defend both in court.&quot;<br />
<br />
A conservative leader whose organization helped draft the amendment dismissed Radnofsky's position, saying it was similar to scare tactics opponents used unsuccessfully against the proposal in 2005.<br />
<br />
&quot;It's a silly argument,&quot; said Kelly Shackelford, president of the Liberty Legal Institute in Plano. Any lawsuit based on the wording of Subsection B, he said, would have &quot;about one chance in a trillion&quot; of being successful.<br />
<br />
Shackelford said the clause was designed to be broad enough to prevent the creation of domestic partnerships, civil unions or other arrangements that would give same-sex couples many of the benefits of marriage.<br />
<br />
Radnofsky acknowledged that the clause is not likely to result in an overnight dismantling of marriages in Texas. But she said the wording opens the door to legal claims involving spousal rights, insurance claims, inheritance and a host of other marriage-related issues.<br />
<br />
&quot;This breeds unneeded arguments, lawsuits and expense which could have been avoided by good lawyering,&quot; Radnofsky said. &quot;Yes, I believe the clear language of B bans all marriages, and this is indeed a huge mistake.&quot;<br />
<br />
In October, Dallas District Judge Tena Callahan ruled that the same-sex marriage ban is unconstitutional because it stands in the way of gay divorce. Abbott is appealing the ruling, which came in a divorce petition involving two men who were married in Massachusetts in 2006.<br />
<br />
Massive error?<br />
<br />
Radnofsky, the Democratic nominee in the Senate race against Kay Bailey Hutchison in 2006, said she voted against the amendment but didn't realize the legal implications until she began poring over the Texas Constitution to prepare for the attorney general's race. She said she holds Abbott and his office responsible for not catching what she calls an &quot;error of massive proportions.&quot;<br />
<br />
&quot;Whoever vetted the language in B must have been asleep at the wheel,&quot; she said.<br />
<br />
Abbott, a former state Supreme Court justice who was elected attorney general in 2002, has not indicated whether he will seek re-election and is known to be interested in running for lieutenant governor.<br />
<br />
Ted Cruz, who served as solicitor general under Abbott, is running for attorney general in the Republican primary.<br />
<br />
Radnofsky, who has not yet drawn a Democratic opponent, is scheduled to appear at the Tarrant County Young Democrats Gubernatorial Forum at 6:30 Wednesday night at TCU.

<a href="http://www.newstimes.com/?controllerName=search&amp;action=search&amp;channel=news&amp;search=1&amp;inlineLink=1&amp;query=%22Fisnik+Gashi%22" target="_blank">Fisnik Gashi</a>, 20, of the Bronx, N.Y. was charged with first-degree assault for allegedly fracturing the skull of a 19-year-old Carmel man in a Main Street parking lot on Aug. 1. Police were able to track him down because the silver Mercedes that witnesses said he was driving had his last name on the license plate.<br />
<br />
With the assistance of a New York City detective, local police were able to obtain a mug shot of Gashi from a previous arrest, and he was identified as the assailant by both the victim and one of the eyewitnesses.<br />
<br />
Another witness declined to cooperate with investigators because he lived in the same neighborhood as Gashi, and he feared retribution, police said.<br />
<br />
Court documents indicate the parking lot assault occurred shortly after 2 a.m. following a discussion in the Icon nightclub. The discussion was between a friend of the victim and a friend of Gashi's about an alleged sexual assault involving a cousin of the victim's friend.<br />
<br />
After the bar closed, the victim and his friends were walking past Gashi's car in the parking lot, and Gashi took out a bat and hit the victim in the head, police said.<br />
<br />
New York City police arrested Gashi at <a href="http://www.newstimes.com/?controllerName=search&amp;action=search&amp;channel=news&amp;search=1&amp;inlineLink=1&amp;query=%22Kennedy+Airport%22" target="_blank">Kennedy Airport</a> earlier this month. He waived extradition and was arraigned in Danbury Superior Court on Wednesday.<br />
<br />
Gashi remains in custody on $100,000 bond and is due back in court on Dec. 2.

DINWIDDIE, VA (WWBT) - Interstate 85 is closed at mile marker 55 because of a vehicle accident. Pop star Miley Cyrus' tour bus overturned, killing one person.<br />
Cyrus was not on board the bus at the time of the crash. There were between 10 and 15 passengers on the bus. One person with minor injuries was taken to Southside Regional Hospital in Petersburg.<br />
Highway crews are working to clear the area as soon as possible. Drivers are encouraged to avoid the area. Only the shoulder will be open southbound.<br />
According Cyrus’ website, the tour is scheduled to perform in Greensboro, N.C., on Sunday.<br />
