Default photoshop program

is photoshop elements are full featured (yet much cheaper) version of PS?
can it be used for these kind of pics, or do I need to get the expensive one?

I use elements at work and to do these dumbass pictures, and It does everything I need it to. It is also easier to lean and more intuitive.

get onto a P2P and Photoshop 7 can be easily found and it will not cost you a dime

C.S is the way to go . It has a ton of filters option,advanced tools,and general depth that elements lacks. If you want to do general and quick shop than elements is your program but if you want to start get into plugin and simulate anything. I did a take on Alfred e Neuman using the liquify brush in C.S on the xm pic. I tried elements for 10 minutes but went back to 7 at the time.

P.s Great work Otto44, it impresses me even more that you're just using elements.

I tried using v.7 but I couldn’t find some of the tools I liked using so I gave up on it. Were you using Elements 1 or 2 because 2 has quite a few filters and effects that are more than enough to get by with.

Well try C.S, seven pales in comparison. C.S is very streamlined, with all the filter in a gallery so you can view each affect in the same window. Elements is a decent program, it kind of like soundforge in a way. The way being that for fraction of the price you can get a decent tool for home use but if you going to get it from a P2P might as well go professional.
