    17 years isn't bad considering they had to keep it mostly operational the whole time to conduct military affairs. I would liken it to doing heart surgery on a patient running a marathon.

    Not even considering the engineering required for a sophisticated military installation, just compare the size of the Pentagon (6,500,000 sq ft) vs the worlds tallest building recently completed (Burj Kalifa in Dubai) at 3.3M sq ft. The Burj Khalifa cost $1.5B to build. I'd say $4.5B is not bad at all.

    For large projects, compare it to the Eastern Span Oakland Bay Bridge replacement. It is taking 11 years to build and at a cost of $6.3B

    Adjusted for inflation the building cost just over a billion to build.

    Well another thing you have to consider about construction in a place like this is that the crew that starts a specific project will not always finish it. To keep what is called OPSEC or Operational Security one group of workers will start a project for a specific purpose and then another group will finish it.

    That's a good point.

    I figure a brunt of the cost is paying folks over 17 years.
