A Florida man is behind bars after cops say he brutally tortured two young girls by using a dog shock collar to punish them.

Michael Lee Mitchell, 28 -- an Army Special Forces soldier living in Crestview -- was arrested this week when detectives discovered that he allegedly shocked two girls, ages 8 and 4, and made them do extreme physical exercise regularly until they threw up, according to FOX 10.

"It breaks my heart to know that somebody could do that," a neighbor, who declined to give her name, told the station.

"Knowing that it was in our neighborhood so close to home and knowing that our daughter played with those little girls, knowing that she could've seen something happen in watching them play outside and not knowing that something was going on. It's horrible."

During the horrific abuse, Mitchell allegedly wrapped the shock collars around the 8-year-old's arm and the 4-year-old's waist, and then forced them to run. If either of the helpless girls stopped running, he'd electrocute them, according to WKRG-TV.

Cops wouldn't say what Mitchell's relationship was to the girls to protect their privacy. He's being held on $200,000 bail, and the girls were put in care of the county Department of Children & Families.

The Association of Pet Behavior Counsellors told FOX 10 that it doesn't recommend the use of shock collars on dogs -- many people are unaware of how much pain the devices can cause.

Yes, it's OK to shock dogs into behaving, and it's OK to kill and eat a cute piglet. Neither is OK with little girls. Is it really unclear why that is?

Always amazes me how goofy morality is in the world of today. He inflicted some pretty awful torture on two children, most likely warping them nicely for life (though I bet they got in a bit better shape LOLOL), and instead of doing the smart thing of ending him in grand fashion, he's taken away, given a fair trial, and most likely placed in a nice warm jail with 3 hots/cot (not including the ****, which is apparently very uncommon).

I agree that prisoners are treated far to well in a lot of situations, but the fair trial thing will always be necessary. As much as young mothers on Facebook hate to hear it, Casey Anthony was an example of how great our justice system is, in that it errs on the side of liberty. It's better to have more people get away with something horrible, than have innocent people wrongfully incarcerated. It should be pretty difficult to send someone to jail.

That said, jail shouldn't be enjoyable. A lot of institutions treat prisoners way too well considering the types of people they are.

I do kind of agree with that regarding the story, was mainly responding to the fair trial point. This dude deserves to be punished severely, but we absolutely have to be careful about overreacting and destroying an innocent person's life, as a general rule.

Yup. The problem with implementing the second part these days is we have been throwing the wrong people in jail for things like marijuana possession. Jail should be a place you put someone who obviously is a danger to other people, and once they're there nothing should be easy about it.

My point is people like that never should have been incarcerated. It should be pretty difficult to send anyone to prison. Unfortunately a lot of the DAs and cops around the country don't agree with me, and are more interested in their arrest and conviction records.
