NEW YORK (Sept. 30) - The daughter-in-law of the city's public advocate was found dead in a police holding cell in Arizona, where she had been taken in handcuffs after being arrested at the Phoenix Sky Harbor International Airport, authorities and relatives said.

"We are extraordinarily upset," said Betsy Gotbaum, the city's public advocate, in Sunday editions of the Daily News. She added that her daughter-in-law had three young children. "It's a very delicate matter."

Authorities were investigating if Carol Anne Gotbaum choked herself while trying to get free from the handcuffs.

The 45-year-old New Yorker was arrested Friday after a conflict with gate crews who refused to allow her to board a plane, said Sgt. Andy Hill, a Phoenix police spokesman.

The airline said the plane was already preparing to depart. She was rebooked on the next flight, but "she became extremely irate, apparently running up and down the gate area," US Airways spokesman Derek Hanna said Saturday.

Officers handcuffed her and took her to the holding room, where she kept screaming, authorities said. Hill said officers checked on her when she stopped screaming and found her unresponsive.

Hill said it appears Gotbaum may have tried to get out of her handcuffs, became tangled in the process and the cuffs ended up around her neck. A cause of death will be determined by the Maricopa County Medical Examiner.

"She was very agitated and irate and angry," Hill said. "These are the things that led to the disorderly conduct arrest."

Authorities said neither a Taser nor pepper spray was used on the woman.

Stupid people never cease to amaze me. I recently flew to N.H. and both ways I had people thinking they were above the rules. First one wasnt that big a deal, she had alot of cosmetics that apparently were very expensive, and they wouldnt let her have them in her carry on,but she started crying anyways even though she was given the option to put them in her checked luggage. Also the people behind me felt they didnt need to follow the take your shoes off rule.

On the way back an older bitch was ahead of me and the Xray guys wanted to search her bag. She asked why and said "Do I look like a problem". She had alot of toiletries that were above the 3oz limit so they wouldnt let her take them on carryon. Again the option of putting them in her checked luggage was given, but she was too busy screaming her head off about how ridiculous it was and shes never flying again.

In both cases if they packed the shit in thier suitcase they wouldnt have had any problem, but for some reason everyone thinks the rules dont apply to them like they are special or something. Fucking morons.

Remember how we all came together after 9/11 and accepted what was ever required of us by airports, putting the good of the nation behind our individual concerns? Yeah, me neither.

We are a conceded and selfish country at times, and I really hope we understand what a great thing we have going and don’t fuck it up.

Police Blamed in Arizona Airport Death

AP (Oct. 1) - A woman who died after being handcuffed and detained at the Phoenix airport was on her way to an alcohol rehabilitation program in Tucson, her family said Monday, accusing police of manhandling her during the ordeal.

Officials said Carol Anne Gotbaum, 45, became irate when she showed up late for a flight at a Phoenix, Ariz., airport Friday and was not allowed to board.

Carol Anne Gotbaum, 45, was late for a flight Friday and became angry when a gate crew didn't let her on the plane. Officers handcuffed her behind her back and took her to a holding room, where she kept screaming, authorities said.

A Gotbaum family representative will be present at an autopsy on Tuesday, said their attorney, Michael Manning.

"She was a loving and devoted mother of three children under the age of nine who was on her way to an alcohol rehabilitation facility to seek treatment," Betsy Gotbaum, the victim's stepmother-in-law, said in a statement.

Carol Gotbaum "appears to have been manhandled by the Phoenix Police Department," said Gotbaum, New York City's public advocate. "She cried out for help at the airport, but her pleas appear to have been met by mistreatment."

"We are not jumping to any conclusions, but the circumstances surrounding Carol's death appear to be unusual enough to raise serious questions and warrant a thorough investigation," Betsy Gotbaum said.

Police spokesman Sgt. Andy Hill said officers checked on Gotbaum regularly while she was detained. During one of the checks, officers found Gotbaum unconscious with her hands "pressed against her neck area," Hill said.

In a statement released later Monday, Hill said Gotbaum had been shackled to a bench as well as being handcuffed. The shackle's chain ran from an eyehook and the other was connected to the chain on Gotbaum's handcuffs.

Hill said officers followed established policy while detaining Carol Gotbaum. He added that police procedures for arresting someone at the airport haven't changed since the Sept. 11, 2001 terrorist attacks.

"Everything, so far that we know, is according to policy," Hill said.

Manning, who was hired by Gotbaum's family to monitor the police investigation, said it doesn't seem possible she could have killed herself.

"It doesn't make any sense," he said. "She was handcuffed behind her back and shackled to a table. It doesn't make sense that she could have physically managed to strangle herself."

Manning, a high-profile lawyer who represented the government against failed savings and loan executive Charles Keating, has previously won settlements against Maricopa County Sheriff Joe Arpaio in wrongful-death lawsuits.

He said the family hasn't decided whether it should file a lawsuit against Phoenix police.

"We're not going to jump to any conclusions without any evidence," he said. "We want to see what the autopsy reveals. We want to see what exactly happened to her."

Autopsy inconclusive on death at Phoenix airport

PHOENIX, Arizona (AP) -- An autopsy conducted Tuesday on a woman who died after being handcuffed and detained at the Phoenix airport was inconclusive, and toxicology results needed to determine a cause of death will not be available for a few weeks, a county medical examiner said.

Authorities have said Carol Anne Gotbaum, who was handcuffed and shackled to a bench, may have accidentally strangled herself Friday. David Boyer, the acting director of the Maricopa County Medical Examiner's Office, would not comment on whether Tuesday's examination supports or refutes that theory.

"The doctor in this case is waiting for all testing to be done before she would rule on the cause and manner" of death, Boyer said. He said it will be a few weeks before toxicology tests are completed on Gotbaum, who was arrested for disorderly conduct after she was kept off a flight at Sky Harbor International Airport.

Gotbaum's family accuses police of manhandling the New York woman when they arrested her Friday. They have hired an attorney to monitor the police investigation into her death, a private investigator who watched the official autopsy and a pathologist who started a second autopsy Tuesday night.

Gotbaum, 45, was on her way to an alcohol treatment program in Tucson when police stopped her. Authorities said she was late for a flight and became angry when a gate crew wouldn't let her on the plane.

Officers handcuffed Gotbaum behind her back, shackled her to a bench, and left her alone in a detention room. Police said she was later found unconscious and not breathing with the chain from the shackle pulled against the front of her neck. It appeared that Gotbaum got tangled as she tried to manipulate the handcuffs from behind her to the front, police said.

Michael Manning, who was hired by the family to monitor the police investigation, said the private investigator who watched Tuesday's autopsy said numerous bruises were scattered across Gotbaum's body.

"The body shows signs of a struggle," Manning said. "There are ligature marks, and some of those ligature marks match the chain that they used to chain her to the bench."

Manning said he didn't expect a full report from the pathologist the family hired until Wednesday.

Police spokesman Sgt. Andy Hill said officers followed established policy while detaining Gotbaum. The Phoenix Police Department's Professional Standards Bureau is conducting an internal investigation, a standard procedure after an in-custody death.

Gotbaum started drinking heavily about three years ago, and her family noticed a serious problem with alcoholism about a year ago, Manning said. He said she left her three children with her husband, Noah, and headed to Tucson for treatment.

"When she landed in Phoenix, she talked with her husband," Manning said. "She said, 'I want to do this for us. I want to do this for our kids. I'm committed to this. I'm so happy....' Everything was going swimmingly well when she landed."

Manning said he's still interviewing witnesses and the family hasn't decided whether it should sue Phoenix police.

He alleged that the medical examiner's office has been biased in the past when investigating law enforcement officials.

"The relationship between the medical examiner's office and the police is so close. It's professional, it's social. We're concerned about that relationship influencing the integrity of the autopsy," Manning said.

Seems to me that the need to send her off to a facility to dry out is the best admission of that. I don't care how far into the bottle you are, you shouldn't need to FLY somewhere to get yourself under control (though I doubt this had anything to do with the incident, unless she was drunk as a skunk or, alternately, completely on edge from withdrawal).

And yes, the family trying to get money out of them is a given, regardless of her culpability in her own death.
