YOKOHAMA, Japan (AP) -- Japan on Tuesday unveiled its biggest warship since World War II, a huge flat-top destroyer that has raised eyebrows in China and elsewhere because it bears a strong resemblance to a conventional aircraft carrier.

The ship, which has a flight deck that is nearly 250 meters (820 feet) long, is designed to carry up to 14 helicopters. Japanese officials say it will be used in national defense - particularly in anti-submarine warfare and border-area surveillance missions - and to bolster the nation's ability to transport personnel and supplies in response to large-scale natural disasters, like the devastating earthquake and tsunami in 2011.

Though the ship - dubbed "Izumo" - has been in the works since 2009, its unveiling comes as Japan and China are locked in a dispute over several small islands located between southern Japan and Taiwan. For months, ships from both countries have been conducting patrols around the isles, called the Senkaku in Japan and the Diaoyutai in China.

The tensions over the islands, along with China's heavy spending on defense and military modernization, have heightened calls in Japan for beefed-up naval and air forces. China recently began operating an aircraft carrier that it refurbished after purchasing from Russia, and is reportedly moving forward with the construction of another that is domestically built.

Japan, China and Taiwan all claim the islands.

Though technically a destroyer, some experts believe the new Japanese ship could potentially be used in the future to launch fighter jets or other aircraft that have the ability to take off vertically. That would be a departure for Japan, which has one of the best equipped and best trained naval forces in the Pacific but which has not sought to build aircraft carriers of its own because of constitutional restrictions that limit its military forces to a defensive role.

Japan says it has no plans to use the ship in that manner.

The Izumo does not have catapults for launching fighters, nor does it have a "ski-jump" ramp on its flight deck for fixed-wing aircraft launches.

The Ministry of Defense (MOD) first announced plans for the new class on November 23, 2009. This ship's primary mission is anti-submarine warfare but peacekeeping and disaster relief operations are also being considered.[3]


The ship will be able to carry up to 14 helicopters[citation needed], however only 7 ASW helicopters and 2 SAR helicopters are planned for the initial aircraft complement. For other operations, 400 troops and 50 3.5t trucks (or equivalent equipment) can also be carried. The flight deck has 5 helicopter landing spots that allow simultaneous landings or take-offs. The ship is equipped with 2 Phalanx CIWS and 2 SeaRAM for its defense.[1] The destroyers of this class were initially intended to replace the two ships of the Shirane class, which were originally scheduled to begin decommissioning in FY2014.[3]


Forecast International has reported that some of the design changes with respect to the previous class are intended to support the Bell-Boeing V-22 Osprey and Lockheed Martin F-35 Lightning II aircraft,[4] although neither the MOD or the JMSDF have ever mentioned the possibility of introducing carrier-based aircraft.


The construction of the first ship of the class began in 2011 at an IHI Marine United shipyard in Yokohama.[5] with funding totaling 113.9 billion yen ($1.5 billion) being set aside in the fiscal 2010 budget for this purpose. Commissioning of the first of class is currently scheduled for 2015.

They can play all the classification games they want, but it's pretty obvious that the Japs are looking to acquire some offensive air attack capabilities with this ship.

ASW, SAR, whatever... it's all just "non-aggression" semantics. The ship can easily be outfitted with VTOL jets later... which makes it an LHA in a heartbeat.

Prob makes sense since this is bigger then there existing Helicopter Destroyers they have... guess they can rig a ramp or something on the bow later.

By law they can only use city names for LSD/LPD ships. They could have used the steel in a different kind of ship, but the name wouldn't have been related.
USS cruisers are named after cities.

Well, let's be realistic: muzzies barely manage to paddle canoes. A cruiser would be overkill. OTOH, the Marines carried around on an LPD will likely kill a lot of towel headed assholes.

Japan seems to be accelerating its naval growth. The previous class of 2 much smaller helicopter "destroyers" only finished building 2 years ago.

At a guess, Japan is using that previous class to ramp up training in the skills necessary to run a carrier. Even a helicopter carrier has evolutions that are ridiculously difficult. The skills necessary to run a full-on aircraft carrier, Japan can't get unless they borrow help from the US, France, UK, or maybe India (if they were really, really desperate).

This is likely all in response to China, which makes it a good thing from the US POV. Japan makes a decent tripwire in Asia, much like the Brits against the Soviets back in the day in Europe.
