kernel32.dll multiple errors

I think my computer has got a major problem. I'm getting access violations in kernel32.dll when I try to install programs, and other programs stop working when I try to run them (the fault module is also kernel32.dll). I'm running Vista Home Premium. I've already run all of my spyware cleaners and antivirus, but it makes no difference. Here's an example of an error report; all of them are very similar:

turn off UAC (if you feel comfortable enough doing that)
make sure money 2002 is compatible with vista

When I used to work in IT we used to have similar problems with kernel32.dll on computers running Windows NT or 2000 Professional
It would usually lead the the blue screen of death. The Head of IT said the operating system had become corrupt. Sometimes we could fix it by reinstalling windows over windows and other times we would have to reformat and reinstall. This may or may not be your problem, but a kernel32 error is never a good thing.

I am unfamiliar with vista, still running xp till the first service pack for vista comes out, maybe then I will upgrade.
