Why would the National Weather Service need to purchase large quantities of powerful ammo? That’s the question many are asking after the federal agency followed in the footsteps of the Department of Homeland Security in putting out a solicitation for 46,000 rounds of hollow point bullets.

A solicitation which appears on the FedBizOpps website asks for 16,000 rounds of .40 S&W jacketed hollow point (JHP) bullets, noted for their strength, to be delivered to locations in Ellsworth, Maine, and New Bedford, Mass.
A further 6,000 rounds of S&W JHP will be sent to Wall, New Jersey, with another 24,000 rounds of the same bullets heading to the weather station in St. Petersburg, Florida.
The solicitation also asks for 500 paper targets to be delivered to the same locations in Maine, Massachusetts and New Jersey.

The National Weather Service is is one of six scientific agencies that make up the National Oceanic and Atmospheric Administration (NOAA).
The solicitation requires a response by August 21.


The NWS is following its federal counterpart the DHS in securing large quantities of ammo. Back in March,Homeland Security purchased 450 million rounds of .40-caliber hollow point bullets that are designed to expand upon entry and cause maximum organ damage, prompting questions as to why the DHS needed such a large amount of powerful bullets merely for training purposes.
As the Business Insider notes, hollow point bullets have been “illegal in international warfare since 1899.”
The DHS is also planning to purchase a further 750 million rounds of different types of ammo in a separate solicitation that also expires on August 20, including 357 mag rounds that are able to penetrate walls.
The DHS recently put out an order for riot gear in preparation for the upcoming DNC, RNC and presidential inauguration. The U.S. Army is also busy buying similar equipment.
The DHS also recently purchased a number of bullet-proof checkpoint booths that include ‘stop and go’ lights.
The federal government is clearly gearing up for the likelihood of civil unrest on a scale that could outstrip what we’ve already seen in countries across Europe.
While the establishment demonizes the second amendment in light of recent mass shootings and legislation is prepared to ban the sale of large quantities of ammunition online, the federal government is acquiring ammunition at levels necessary to fight a full scale domestic war.

What We Do

  • The Marine Mammal Protection Act of 1972 and the Endangered Species Act of 1973 , which protect all marine mammals and endangered species, including salmon, sea turtles and whales.

  • The Lacey Act Amendments of 1981, which focus on the harvest, processing and trafficking of marine resources both domestically and internationally. This statute prohibits U.S. citizens and foreign nationals from violating the laws of other countries and introducing the products of such actions into the U.S.

  • The National Marine Sanctuaries Act, which provides authority for the conservation and management of National Marine Sanctuaries.

72 rounds x 300 agents = 21600 rounds

thats if they only do it once a year.

Not to mention practice and what they would carry on duty.

Oh, check out the update later posted...

UPDATE: The Washington Post now reports, via a statement from NOAA spokesman Scott Smullen, that the original solicitation contained a “clerical error” and that the “solicitation for ammunition and targets for the NOAA Fisheries Office of Law Enforcement mistakenly identified NOAA’s National Weather Service as the requesting office.” This still doesn’t explain why hollow point bullets, designed to cause maximum organ damage, are needed for shooting at paper targets. Was the delivery of the bullets to the NWS a cover for them being transferred somewhere else? It’s entirely possible given the sordid history of Fast and Furious, a federal government program under which guns were sent directly to Mexican drug cartels.

Our bad... oh on a side note since they are a uniformed service they can get deployed to charming places like Iraq... or during Katrina PHS got deployed to New Orleans... my chick knows a dentist who is in the PHS. And when he went down there he was the busiest guy there as the locals had never seen a dentist before. He did note he had not seen so many people with only one toofuses in their head in his whole career.

Wonder how many thermite crowns/tracking devices he installed...

    The amount of ammunition involved is pretty trivial.
    .40 S&W jacketed hollow point (JHP) bullets are hardly noted for their strength. Often referred to as .40 Short & Weak, it is a standard cop loading with JHPs. It’s the same stuff many of us carry as our personal CCW fodder.

    The update makes sense of this mystery. Typically during routine firearms training/qualification, LEOs will use up their carry loads, be issued FMJ for the rest of the training and then issued a box of new JHP for their new carry load. They may aready have a good supply of FMJ ammo and just needed more paper targets for their supply cache at the same time they ordered field loads, or they are just wasting tax dollars.

    They are trying to effect a net reduction and end means of that of gun control and gun restriction. If you have a gun but have no bullets, how effective can it be outside of a bluff or deterrent? It’s almost as if it were the same as having no gun at all. By purposely buying up, and by design, over taxing supply capacity, they are in the aggregate reducing and in effect restricting the ability of the public to be able to arm itself.

Yeah, the entire article is stupid. People don't realize that law enforcement trains and qualifies with the same ammo they are issued. Plus, as others here have said, the actual amount is utterly trivial. I know people that call 30k rounds of ammo a good start (namely people with sizeable and legal machine gun collections).

As for the retards at InfoWars claiming that these are some uber-powerful rounds - they're not. The comment about ordering .357 ammo to penetrate walls gave me a laugh, too.

Just found this on the PHS site... they are starting a Militia... oh noes...

The Patient Protection and Affordable Care Act, enacted March 23, 2010, gave the USPHS the authority to create the Ready Reserve Corps, a new component of the USPHS Commissioned Corps.

The purpose of the Ready Reserve Corps will be to have additional Commissioned Corps personnel available on short notice (similar to the other uniformed services' reserve programs) to assist full-time Commissioned Corps personnel to meet both routine public health and emergency response missions. Prior to the passage of this law, the USPHS Commissioned Corps did not have a reserve component to call upon in this fashion. The Ready Reserve Corps members will perform duties for assigned periods of time as opposed to full-time Corps members who are on extended active duty. Joining the Ready Reserve Corps is voluntary; however, future members of the Ready Reserve Corps join knowing that they can be called at any time to serve in times of national need.


The Ready Reserve Corps officers will participate in routine training; be available and ready for calls to active duty during national emergencies and public health crises or to backfill critical positions left vacant during deployment of full-time Corps members; or be available for service assignments in isolated, hardship, and medically underserved communities.
