Rage Install from DVD defaults to steam and downloads the whole game!

What? I have the stupid DVD in the drive and it immediately asks for the ID code via steam and spends two hours downloading the entire game. Same deal with the two DLC DVD's.

Thats how they do it now, their way of anti-piracy. Bethesda did some shit like that with skyrim I think.

Yeah, but why not install the game from the DVD and then use steam to unlock it? It would save steam tons of bandwidth too.

Why not just buy the download? I never buy physical game disks anymore.
Saved ten bucks. $30 on steam, $20 on Amazon Free Prime S&H.

Are you sure it's not downloading updates and such? Try stopping the download in Steam, and run the disc installer again.

I'm installing it on my second PC just with Steam and it seems to be taking the same amount of time.
